Where is today's government, and where are the engineers and the construction companies we had in the fifties/sixties which surveyed, designed, and built the interstate highways across the nation.? "The Big Roads." We had a functional English language, where Yes means" Yes," and No, means" No."
As a nation and its people, we must return to those days where things rapidly and at reasonable cost got accomplished. People worked in many construction sections all over the nation to connect segment by segment of the big roads. America succeeded in its endeavor; we had a well-off middle-class society at that time. People had for the nation wealth-creating jobs, which made them happy, satisfied and kept them in a healthy state of mind; they did know how to accomplish tasks. The Churches still proclaimed the gospel: In God, we trust as declared in the U.S. constitution.
It was a great pleasure to observe the infrastructure construction progress of "the American Way." In those days, we had a functional government with understanding planning and then correctly executing their job. We moved efficiently with great speed to get the big road project done and at or under budget in those days. The workforce willingly labored hard to accomplish their given tasks, and the construction companies did know what they were doing. We used the best American-built machinery to build the Interstate roads, which supported many workers in many different occupational fields.
So, nowadays, we must return to the "American Way" again to succeed. We need a correctly educated public to send proper representatives to the governing offices. We need a governing body, which adheres to the constitution; "WE the People."
The nowadays involvement of mega dollars to elect government members does destroy, We the People! The new American way is not accomplishing tasks anymore. The purchase of companies with leveraged buyouts (LBO) during the 80ies turned out to be a disaster for our country. Knowledgeable company executives and mid-management had to go. The replacement with people from the buyers did not know the firm's way of achieving success; the company suffered, and so did the public because of many costly construction change orders and accidents — the only thing the LBO managers did know is how to maximize the profits. Managing projects from a central office to save money, reduce talented labor costs by lowering wages, prevent accidents because of hiring unskilled labor, and so on is a no-go. Such gained cash does not create wealth and value for the nation and its ordinary people.
Can we, the USA, which built the big roads, build a likewise NW CHSR corridor in five to six years as China is doing with identical topography? Why can't we? Aren't we America anymore? What is the reason that we can't accomplish such mega tasks anymore? We got modern machinery to do such work, like involving tunnel boring machines (TBM's.) Let us now copy the Chinese applied HSR construction technique to build this project in a like manner. Also, note they use the HSR right-of-way to forward many of the needed construction components; therefore, they don't use the motorways for transport. This construction method also consumes much less HSR corridor landmass, especially in areas with very productive agricultural land. They pre-fabricate the pre-stressed concrete deck panels at factories with continuous onsite quality control, which is challenging to achieve in the field.
This NW CHSR construction must adopt the above-said procedures and build this NW CHSR corridor in like fashion. First, the corridor plan for the entire NW CHSR route and ownership of the "right-of-way" before the beginning of construction, as we had the route plans for the interstate HWY in those days. We can't afford a costly and trapped NW CHSR construction progress because of faulty planning. China copied our USA big road construction system to build their 16000 Km high-speed rail corridors; also, they make section by section at several places sequentially.
So, America, wake up, get your act together here in this realm, and generate prosperity again. High-Speed Rail does not have grade crossings and is with speeds above 110 mph; anything with lesser rates and grade crossings must display the Title "Higher-Speed, or semi High-Speed Rail."
